Es el máximo órgano de gobierno. Está formado por 34 vocales elegidos por sufragio universal directo en los diferentes epígrafes económicos, y a su vez son representantes de empresas, excepto cuatro que son designados por cooptación

El Director-Gerente: gestiona el personal y la dirección-técnica de todos los servicios administrativos en la forma que determina el Reglamento de Régimen Interior
